HURIWA Opposes Criminalizing Begging in Lagos

The Human Rights Writers Association of Nigeria (HURIWA) has cautioned the Lagos State House of Assembly against criminalizing begging. HURIWA argued that poverty, resulting from political corruption and bad governance, is the root cause of begging, and the government should address this issue rather than criminalize begging.

The group suggested creating skills acquisition centers to empower the poor and unskilled citizens to establish small businesses. HURIWA contends that any law against begging without addressing these underlying issues threatens national security.

    The Lagos State House of Assembly is considering a law to curb street begging, emphasizing the need to criminalize it and penalize individuals who give money to beggars. The proposed law would establish a center for almsgiving, ensuring funds reach those in need. The Speaker of the House, Rt. Hon. Mudashiru Obasa believes that this law will help curb street begging, reduce crime, and promote greater responsibility among residents.

    HURIWA strongly opposed this proposed law, considering it undemocratic, unconstitutional, and dehumanizing, and warns against its passage, stating that it would legalize “survival by the fittest” and might make “might become right.”
